The renovation of 1400 Market Street in Wheeling, WV, has begun after the buildings sat vacant for nearly 50 years. Tipping Point Real Estate Development and property owner Chip Desmone plan to develop apartments on the top floor and use the first floor for economic development. The project faces challenges due to the building's age, with parts dating back to the Civil War. Bids for the project are now open until October 25.
