Can this $2 million investment make Wheeling one of the “coolest” places to live in America?

The Wheeling City Council has approved a $2 million investment from Community Development Block Grant (CDBG) funds to revitalize four historic buildings on the 1400 block of Market Street near Independence Hall. The project, named the Ohio Valley Food & Innovation Hub, aims to transform the long-neglected area into a vibrant center for food, entrepreneurship, and community programs.


Led by Chip Desmone of Standard Cigarworks LLC—known for his work in Pittsburgh’s Lawrenceville neighborhood—the initiative will include a commercial kitchen, local food distribution services, a business incubator, and community spaces. Desmone and other leaders envision the Hub as a catalyst for job creation, economic development, and neighborhood revitalization.


Support from organizations like Tipping Point is helping to secure additional funding through grants, tax credits, and loans. The project has been praised for its strong local and regional collaboration and is expected to serve as a model for other Appalachian communities.
